Colonel Henry Douglas is a Military Police officer at Central City headquarters who gets caught up in the conspiracy surrounding Brigadier General Maes Hughes's murder. He's best known for being the one ordered to arrest 2nd Lt. Maria Ross after she becomes the prime suspect in Hughes's death.
In the 2009 anime adaptation, Douglas interrogates Ross with what initially looks like solid evidence: a bullet matching her service weapon and ammunition requisition forms. Ross's defense falls apart when she tries to claim she fired her gun at Laboratory 5 while protecting Alphonse—without witnesses or physical proof from the now-destroyed facility, it's her word against nothing. When she points out she was off-duty visiting her parents at the time of Hughes's murder, Douglas shoots back that family alibi testimony doesn't hold up legally. She's trapped.
Things get messy when Colonel Roy Mustang apparently incinerates Ross to ash. Douglas confronts Mustang afterward, clearly disgusted, and points out that the damage is so severe the corpse can't even be identified. By his final appearance in Chapter 35, Douglas is helping Roy and Hawkeye spread false information about Scar's location to buy time for the Elric brothers to draw out the Homunculi.
His ultimate fate is left hanging. Fans often speculate he may have been arrested as a conspirator once the truth came out, but the series never confirms what happened to him.
