Hotaru Haganezuka
Hotaru Haganezuka is a swordsmith who works for the Demon Killing Corps, best known for forging and maintaining blades for the organization's Hashira and other skilled swordsmen.
He first shows up in the manga to hand off Tanjirou's katana at Urokodaki's place. The guy's got a pretty distinctive look—he wears a sunflower-patterned robe and a massive woven hat decorated with floral wind chimes. His head's wrapped in a spotted cloth, and he covers his face with a Hyottoko mask (one of those wooden festival masks), which gives him a similar vibe to Urokodaki.
