Through some combination of intense training and sheer willpower, he's become ridiculously overpowered—to the point where it's become a genuine problem for him. Being too strong to lose has sucked all the excitement out of saving the world, which is the whole reason he became a hero in the first place.
The Hero Association has him registered as C-Class and assigned to defend Z-City, which seems like a mismatch when you consider what he's actually capable of. Most of the time he doesn't take the job seriously because nothing really threatens him anymore.
Visually, he's all over the place depending on the artwork. Usually he's drawn super simply—almost cartoony, with a round head and the barest minimum for facial features. But when artists decide to get serious with the detail work, they'll sketch him with sharp features, intense eyes, and the kind of physique you'd expect from someone who could punch a mountain apart. His outfit is pretty stripped-down: a yellow jumpsuit with a small zipper at the neck, red gloves and boots, and a white cape.
Despite being a superhero, Saitama is surprisingly chill about everything. He's lazy about hero work, lets enemies monologue and power up to their final forms, then just. ends them with one punch. The contrast between his casual attitude and his absurd power means that battles with him are almost always anticlimactic, though he's genuinely desperate to find someone—anyone—who can actually give him a real fight.
