Mr. Deniz is a respected Turkish elder who essentially runs things in Frankfurt's Turkish Quarter. He's the guy who gets listened to when decisions need to be made in the community. When Dr. Kenzo Tenma and a local sex worker show up warning about an incoming arson attack from neo-Nazis led by someone called The Baby, it's Deniz who convinces the other Turkish residents to actually trust them and take the threat seriously. He becomes a crucial voice in getting the community to act on the warning.
Deniz has a particular respect for Japanese integrity, stemming from an old story about a General Nogi. According to Deniz, Nogi once pulled a stranded Ottoman naval fleet out of the Pacific, which stuck with him as proof that at least some Japanese could be trusted—a point he brings up when Tenma asks about the general.
