He's a notorious storyteller who makes up wildly fake histories about everyday objects, and Chiharu's taken it upon herself to call him out—usually by pretending to strangle him or dragging him away by the collar. It's all pretty playful, though, since they've been best friends since kindergarten and have actually been a couple for a while. Late in the series, when Sakura's struggling with her feelings for Syaoran, Chiharu steps up and gives her some real talk about love and being honest with yourself.
The anime plays their relationship a bit more ambiguously. They exchange Valentine's chocolates and hang out constantly, but it's never quite spelled out. There's one weird alternate-reality episode where the cards strip everyone of their romantic feelings, and Chiharu and Yamazaki act like complete strangers—which is probably the closest the anime gets to confirming they actually care about each other.
In the English dub adaptation (Cardcaptors), things get reshuffled entirely. Chiharu becomes "Chelsea," and she and Yamazaki switch from a couple to cousins who bicker like siblings.
Voice acting–wise, she's Miwa Matsumoto in the original Japanese anime, Jocelyne Loewen in Cardcaptors, and Dorothy Elias-Fahn in the English dub of the second film.
