Prodi is a Marine Vice Admiral stationed at a base on Fron Island. He only shows up in the filler Marine Rookie Arc, where he's in charge of operations there. That's pretty much it—he's not a major character, but fans of the early One Piece anime filler know him as the commanding officer of that particular base.
