Raoul is an anime-only character who runs a bar called Gold Roger in Loguetown. He knew Gol D. Roger back in the day—Roger would stop by the bar and tell him he was going to conquer the Grand Line. When Roger and his crew came through before heading out, Raoul tried warning him about how dangerous it'd be, but Roger was too pumped up to care.
During Smoker's time commanding the Marines in Loguetown, the bar basically became a ghost town for pirates. Smoker was Raoul's only real customer, which clearly wasn't ideal for him. Everything changed when Luffy wandered in one day. Raoul found himself telling the kid about Roger's adventures, and he was genuinely shaken when Luffy casually announced he'd be the next Pirate King. What got to Raoul most was how much Luffy reminded him of Roger—same kind of presence, same energy.
After Luffy left, Smoker showed up for a drink. Raoul was visibly unhappy about it.
