Chojiro Sasakibe
He serves as lieutenant of the 1st Division under Head Captain Yamamoto. Sasakibe's probably the least visible lieutenant in the entire series—most of his screen time involves him hanging around Yamamoto's office doing secretary work and playing doorman rather than actually doing lieutenant stuff. In the comedy bits, though, he's clearly got a serious tea habit going on.
