Yagura was a shinobi from Kirigakure and served as the Mizukage while also being the jinchuuriki of the Three-Tailed Giant Turtle. At some point, the Three-Tails was extracted from him by Akatsuki, after which the beast wandered free without a host. The circumstances around why and how this extraction happened remain unclear.
There's an interesting detail that came up in the anime: a character named Yūkimaru showed some ability to control the Three-Tails and physically resembled Yagura, leading fans to speculate there might be a connection between them. That said, Yūkimaru only appears in the anime and doesn't exist in the original manga story.
