Mizuki was an Academy instructor who's best known for the whole forbidden scroll incident—he manipulated Naruto into stealing it by claiming there was an alternate graduation path. When things went south, Mizuki revealed Naruto's true identity as the Nine-Tailed Fox while pinning down Iruka. But Naruto turned the tables by using Shadow Clone Jutsu (learned from the scroll itself) to take him down.
That landed Mizuki in the Konoha Strict Correctional Facility. He didn't stay quiet for long, though. During a prison break he orchestrated, he sent the brothers Fuujin and Raijin to Orochimaru. Years earlier, Orochimaru had actually marked him with a cursed seal after a mission where Mizuki killed one of his own comrades—something that clearly stuck with him.
When they finally crossed paths again in battle, Naruto finished what he'd started years before, defeating Mizuki with his Rasengan.
Mizuki hails from the Village Hidden in the Leaves. His signature technique is Transformation Jutsu.
