Chief Uramura runs the Tokyo police force and shows up throughout Rurouni Kenshin as one of the story's supporting characters.
He takes his work seriously and doesn't hesitate to call in outside help when a case goes beyond what regular cops can handle. Uramura originally saw the Battosai as nothing but dangerous, but witnessing Kenshin firsthand changed his mind completely. He's developed real trust in Kenshin and his crew—enough that he'll believe their account of events even when he wasn't there to see them himself. That trust even extends to helping Sano skip town; Uramura gave him an opening to leave Japan while he kept the rest of the police force occupied.
