A mysterious creature that showed up in City Z. He's covered in a seaweed-like substance that he can extend and control like a whip, making it his main weapon in combat.
The guy basically lives for fighting—he came to City Z specifically hunting for strong opponents. And he's got the power to back up that confidence. He casually took down two Class A Heroes without much trouble, which is pretty wild when you think about it.
