Graham Eberd Noel-Baker was a junior secretary in the Alliance High Council Secretariat under the Rebelo Administration. He's best remembered for a single act of defiance during the Imperial occupation of Heinessenpolis at the end of the Second Alliance–Imperial War.
When Reinhard von Lohengramm's troops demanded access to inspect the High Council Legislative Assembly Chamber, Noel-Baker refused. He sent back a rejection letter stating that Reinhard, despite his self-proclaimed emperor status, had no legal authority to enter the chamber. Even when Imperial soldiers threatened him directly, he wouldn't back down or retract the statement.
It's the kind of minor-official-stands-firm moment that probably meant little in the grand scheme of a lost war, but fans often note it as a rare example of someone refusing to bend to the Empire's will, at least in principle.
