Kogoro is an alien detective and childhood buddy of Keroro who's basically terrible at his job. He scrapes by in a dingy apartment on practically no money, which doesn't seem to bother him much—he's got this perpetual grin plastered on his face whether he's actually happy or not. When he's not working (or failing at work), he's collecting colored boxes, which is somehow his main hobby.
His whole deal is a pretty obvious riff on Kenji Ooba from the tokusatsu classic Space Sheriff Gavan, both in how he looks and acts.
