Billy Banx Jr. runs the Pipers of Wing Bind—basically the guy in charge. He's best known for being the boss that Ninny and Noel answer to throughout the series.
Early on, he got bumped up to the Sabre Squad, but that didn't last. He got demoted pretty quickly, mostly because he couldn't be bothered to put in the effort. After that, he went straight back to leading the Pipers like nothing happened.
