Ninny Spangcole is the frontwoman of the popular girl group Cecile Die Twice, but that's just her day job. Her real work happens in Reverse London, a hidden underground world where she and her partner Noel "Niiha" Niihashi operate as "Witches"—licensed members of Wing Bind, an organization dedicated to managing dragons. These creatures used to wreak serious havoc in London before Reverse London split off from the surface city, and since most people topside can't even see them, most think dragons are just myth. That leaves the people of Reverse London to handle the problem, which is why Wing Bind exists in the first place—to keep dragon contact restricted to licensed handlers only. Things get complicated when Ninny and Noel get stuck babysitting Balgo Ywain Parks and his dog Osushi-chan. The kid's basically a disaster magnet, and the two girls end up cleaning up his messes constantly. Then it gets worse: Macy Baljure, Ninny's former bandmate, shows up in Reverse London—and she's got a dragon with her.
