Arata Shindo is an Inspector in Division 1 of the Public Safety Bureau's Criminal Investigation Department and one of the main protagonists of Psycho-Pass 3.
Shindo comes across as bright and self-assured, with a goofy streak and genuine optimism. He's got serious depth though—intelligent and thoughtful—and he cares enough about the people around him to put on a cheerful front so they won't worry about him.
His approach to police work sets him apart. He doesn't see the system as gospel and believes officers need to use their own judgment before drawing a Dominator. He'll exhaust other methods first, which reflects his philosophy that there's usually a better way than jumping straight to lethal force.
