Synopsis

The Sibyl System can quantify a person's mental state and criminal potential—their "crime coefficient"—making it possible to arrest people before they actually commit crimes. It seems like the perfect solution to crime, but nothing's that clean. Inspectors Kei Mikhail Ignatov and Arata Shindou are about to find out just how flawed the system really is, starting from day one at the Public Safety Bureau's Crime Investigation Department. Their first case: a ship carrying immigrants crashes under suspicious circumstances. As they dig into it, the two inspectors start to realize this was no accident. But they're not the only ones paying attention. A shadowy organization called Bifrost has them in their sights—and they're far from the last group to take an interest in the new inspectors.
