General Blue
General Blue was a high-ranking officer in the Red Ribbon Army known for his psychic abilities—specifically a paralyzing technique that let him freeze opponents in place. He relied on this power heavily in combat, which gave him a real edge in fights.
Blue crossed paths with Goku multiple times while working for the army, and managed to steal a Dragon Radar from him at one point. When he brought the radar back to headquarters, Commander Red initially praised him, but quickly made it clear that collecting Dragon Balls was the real objective. Red also casually mentioned that failure meant execution, which understandably freaked Blue out. Fortunately for him, Red valued his past service and offered him a way to redeem himself: beat Tao Pai Pai in combat. Blue never got the chance to prove himself—Tao killed him by striking a pressure point on his temple with his tongue, ending the threat pretty decisively.
Fans have noted Blue's apparent disinterest in women, particularly Bulma, suggesting he was gay—something fairly unusual for the series at the time.
