Dr. Oppenheim serves as the Chief of Surgery and acts as the middleman between the hospital director and the rest of the medical staff. He's known for being pretty straightforward about money—the guy cares about the bottom line, and he's usually on board with whatever the director wants. When Johan Liebert came through for surgery, Oppenheim saw him as a financial liability rather than a patient who needed help. He pushed hard for Tenma to operate on Mayor Roedecker instead, figuring a prominent politician was the better call for the hospital's budget. Tenma, his subordinate, got stuck in the middle of that decision.
