Mugai is the City Patrol's top fighter—a swordsman who pulls off moves that shouldn't be possible for anyone human. His name literally means "limitless," which pretty much checks out. He used to lead a group of bounty hunters called Mushigari before he switched sides and joined the magistrate, though nobody's entirely sure why he made that call. Both Jinbei and Hibachi idolize him and are desperate to get strong enough to repay him for saving their asses multiple times over.
On the surface, Mugai comes across as cold and ruthless, but every now and then his actions suggest there's more going on underneath. His sword is massive—basically the same size as he is—and has this weird ability to absorb insects and steal their powers or adapt their physical traits.
