0013 is the last cyborg in the 00 series—basically Black Ghost's final card to play. He shows up near the end of the "Assassins" arc as their designated cleanup crew, sent to eliminate anyone they considered a traitor.
The 2001 anime takes a different approach with him. There, 0013's a genuinely good-hearted kid, stocky and probably in his mid-to-late teens, who has the added tragedy of being one of Joe Shimamura's childhood friends. Black Ghost got their hooks into him early, converting him into a cyborg and using him as a tool. But like most of the 00 cyborg line, he eventually breaks free and turns against them.
