Raijuta's a guy who basically refused to accept that Japan was moving toward peace. He wanted to fight against the government's pacification efforts, so his plan was to gather the strongest bandits he could find and start a rebellion. To fund this whole operation, he saved Yutaro, a wealthy kid, figuring the family's resources would bankroll his army.
The thing he's known for fighting-wise is his Shinko Ryu style, which lets him launch devastating long-distance attacks—basically projecting his katana's force through the air. When he uses this on Yutaro, he damages the kid's arm badly enough that the nerve damage becomes permanent. Eventually Kenshin shows up and takes him down, crushing both Raijuta and his rebellion plans.
