For seventeen years, the Fleet of Fog—a mysterious armada of unmanned warships—has locked down the world's oceans, cutting off all travel between continents and islands. Humanity's been stuck dreaming of resistance, with no real way to fight back. Until now. Someone's finally developed a weapon that can actually damage the Fog's ships. The problem is getting the prototypes and research from Japan to America so mass production can start. That's where the I-401 comes in—a submarine that used to belong to the Fleet of Fog itself, but switched sides. It comes with Iona, a "mental model," basically a humanoid AI in the form of a young girl who represents the sub's consciousness. Under the command of Captain Chihaya Gunzo and his crew, the I-401 is now the only vessel freely moving through the Fog's blockade. The catch? Iona only takes orders from Gunzo, and Gunzo answers to nobody.
