Gonzo's father. He's a former high-ranking officer in the Japanese Navy who's become deeply disillusioned with humanity. Now he leads the Fog Fleet—a mysterious naval force dedicated to cutting humans off from the ocean entirely. His reasoning is straightforward if extreme: he sees humanity as fundamentally indifferent to environmental destruction, and he's decided the only solution is to keep people away from the seas altogether. It's less a personal vendetta and more an ecological crusade taken to its logical extreme.
