Genzo
Genzo is the sheriff and mayor of Cocoyashi Village, Nami's hometown. He's been a father figure to both Nami and Nojiko since they were young, having known their adoptive mother Bellemere well. During Arlong's occupation of the island, Genzo held the village together—managing taxes and keeping everyone as safe as possible under the tyrant's rule.
The pinwheel on his hat has real sentimental weight. He started wearing it because it made baby Nami laugh when she was crying at the sight of his scarred face. That pinwheel became significant enough to inspire one of Luffy's attacks later on, and it also inspired Nami's tattoo: a pinwheel for Genzo paired with a tangerine for Bellemere. After Nami leaves to join Luffy's crew, Genzo places the pinwheel by Bellemere's grave, having no more need for it.
His scars tell a darker story. When Arlong first arrived, Genzo tried to stop him from taking Nami away. Arlong had Kuroobi slice him up badly—scars covered his entire body. He was nearly killed again later for hoarding decorative swords until Usopp intervened. He also helped rescue Luffy after Arlong threw him into the ocean.
Genzo takes his role as Nami's protector seriously. He warned Luffy that if he ever made Nami cry, there'd be hell to pay—a promise Luffy apparently kept. Later, when Nami's wanted poster circulates showing her in a bikini, Genzo complains loudly that she'll attract more suitors than bounty hunters. He still hangs a poster-sized copy in his house anyway.
