Helmut
Helmut's a detective, though "ruthless" might be the first word most people use to describe him. He was reassigned to the 18th branch of Outside specifically to hunt down youkai-ningen—a mission he takes with the kind of single-minded intensity that makes it clear he'll do whatever it takes to see it through.
He's not the type to lose sleep over collateral damage or moral gray areas. His dedication to duty has a sharp edge to it, and he's known for taking approaches that most wouldn't stomach. Whether that makes him effective or just dangerous depends on who you ask, but the brass clearly thought he was the right person for the job.
