Tsukioka Katsuhiro (Tsunan)
Tsukioka Katsuhiro built a respectable life as a nishiki-e painter in Meiji-era Tokyo, churning out beautiful woodblock prints of historical and cultural figures that sold well enough to keep him comfortable. But that public life masks something darker—he's a surviving member of the Sekihō Army, the same faction Sanosuke belonged to, and for the past decade he's been quietly nursing a vendetta against the Meiji Government.
His work as a painter gives him perfect cover. Nobody suspects the guy making popular prints in his studio of plotting anything more serious than the next commission. It's a smart arrangement: he stays visible and respected while he works behind the scenes, biding his time and waiting for his chance at revenge.
