Takumi Rindou runs Tamakoma Branch, and he's basically the chill counterpart to Jin—the kind of guy who doesn't stress much about anything. What sets him apart from most Border agents is that he doesn't buy into the whole "Neighbors are our enemies" thing. He genuinely believes humans and Neighbors could actually be friends, which is a pretty unconventional take for someone in his position.
