Captain Nezumi
A Marine officer stationed at the 16th Branch in the East Blue, Nezumi is best known for being utterly corrupt and rat-like—both literally in appearance and figuratively in character. He's arrogant, petty, and takes regular bribes from Arlong to let the fishman pirate operate without drawing attention. When Arlong tips him off about Nami's hidden treasure—the money she'd been saving to liberate Cocoyashi Village—Nezumi doesn't hesitate to confiscate it for himself.
After Arlong's defeat, Nezumi tries to stand against the Straw Hat crew but gets thoroughly beaten down and forced to cough up everything he stole. Fans often note the irony that his complaint to his superiors about Luffy's interference is what gets the captain his first bounty.
