Ryotaro is a detective and the protagonist's caretaker—and Nanako's father, though he's rarely around to show it. He's consumed by a hit-and-run case that killed his wife, using the investigation as a buffer between himself and the real work of raising his daughter. His partner Adachi is with him constantly, which says something about where his priorities lie.
The turning point in his character arc comes when he finally admits what's been obvious all along: he's been hiding behind that case because he's terrified of actually being a dad. Nanako reminds him too much of her mother, and that's just easier to run from than face.
