Playing Card Bomber Arc
The Domino City police chief finds himself at the center of a bombing crisis when the Playing Card Bomber begins terrorizing the city. The bomber's method is twisted—he forces the chief to bring a specific deck of cards to their encounters, using them as a control mechanism to determine which bombs detonate.
When a bomb threat hits Domino Park and the Ferris wheel is targeted, Yugi's friend Anzu gets trapped inside. The bomber contacts the chief and challenges him to a card game to locate the bomb. Realizing he needs help, the chief asks if anyone nearby is skilled at cards. Yugi steps forward, and Dark Yugi takes over to play a round of clock solitaire. Dark Yugi successfully identifies the bomb's location, stopping the threat and allowing the chief to make an arrest.
Toei Anime: The Burger World Incident
The chief's first appearance in the anime plays out very differently. He's tracking an escaped convict at Burger World and alerts the staff—including Anzu—that the suspect is a master of disguise. The convict has a scar on his right calf from a struggle with a guard. When Anzu "accidentally" spills toy cars across the floor, it gives everyone cover to check customers' legs.
When customers refuse to cooperate, the chief reveals the convict has a severe egg allergy. Anzu loudly announces the burgers contain eggs, causing someone to panic and reveal himself—but it's the wrong person. The real convict, Jiro the Jorogumo, was disguised as staff the whole time. He pulls a gun and holds everyone hostage until Dark Yugi defeats him in a Shadow Game.
The Continuous Bomber at the Department Store
Later, the chief inspector (now with a promotion) responds to a bomb threat at Domino Department Store. The Continuous Bomber forces him into a guessing game: "small" for the sixth floor, "big" for above. The chief guesses wrong, and a bomb detonates on the ninth floor.
The same bomber strikes again at Domino Park's Ferris wheel, this time asking the chief to play a balloon-based game to save hostages. Dark Yugi joins in and wins, delivering a brutal Penalty Game that leaves the bomber delirious and plunging from his carriage—straight into police custody.
