Ryokugyu, whose real name is Aramaki, is one of the Marines' admirals. He and Fujitora both got promoted to admiral during the two-year timeskip, taking over the spots left vacant when Aokiji and Akainu moved on.
Doflamingo name-dropped him way back during the Dressrosa Arc, but fans didn't actually see him until the Reverie Arc. His full face and actual name stayed mysterious for a surprisingly long time—they didn't reveal who he really was until late in the Wano Country Arc.
