Known as "The Sword Hunter," Chou has built an impressive collection of rare and exotic weapons. His arsenal includes a long flexible blade he keeps concealed around his waist and a double-bladed renbatou, though he's honestly just an average fighter without them. His master sheathing technique doesn't really make up for that gap. Personality-wise, he's got a calm, cool demeanor—he typically keeps one eye closed during conversation and only opens both when things heat up in actual combat. He speaks with a distinct Kansai accent.
His technique shifts depending on which sword he's wielding, but his main style is Garyuorochi. The first element, Orochi (Eight-Headed Hydra), involves bouncing his blade Hakujin no Tachi against the ground in wave patterns. He's also mastered Sakasa Kuchu Noutou, a mid-air sheathing move, which he used against Seiku's son Iori to track down Shakku's final sword—a legendary blade hidden in a temple. That's when Kenshin showed up and defeated him using that very sword, proving Chou was nowhere near Kenshin's level despite his own skills. Still, he'd tell people that all the Juppongatana members outclass him anyway.
After Shishio's death, Chou visits Kenshin's group to fill them in on what became of the other Juppongatana members. He eventually ends up working as a spy and informant under Saitou. The anime shows him attempting to attack Amakusa Shougo later on, though he gets thoroughly beaten. In the manga's Jinchuu Arc, he pops back up to help dig into information about Enishi.
