General Revil is one of the Earth Federation's top Space Force commanders, though he doesn't show up in person until well into the original Gundam series. He's best known for his willingness to fight alongside his troops—usually from the bridge of a Magellan-class battleship, but still on the front lines. This earned him genuine popularity with his soldiers and respect from the White Base crew, partly because he actively looked out for their unit and gave them his backing.
What makes Revil stand out among Federation brass is that he's actually sympathetic to the protagonists' cause, which was rare for Earth Federation leadership. He also displayed some Newtype abilities throughout the original series and various games, making him one of the oldest documented people with such talents.
There's a running fan theory in the Gundam franchise that if Revil had survived the One Year War, he might've prevented a lot of the nastier conflicts that followed—Operation Stardust in 0083, the Gryps Conflict in Zeta, and so on.
