Skull leads the Black Ghost Organization, a shadowy outfit dedicated to profiting from global conflict by trafficking weapons and orchestrating wars between superpowers. He's instantly recognizable by his skull-shaped helmet, all-black suit decorated with rib-like patterns, and crimson cape—his actual identity remains a mystery, though some sources suggest "Skull" is his real name.
The 00 cyborgs nearly took him down during a raid on what they believed was Black Ghost's main headquarters. After planting explosives throughout the base, 009 engaged Skull in direct combat and got completely outmatched. Skull proved to be far more than just a masked figurehead—he's himself a highly advanced cyborg with devastating speed capabilities. The only thing that saved the team was 009's desperate move of clinging to Skull as they both fell into what appeared to be a vat of liquid nitrogen, with 001 then teleporting 009 to safety. Somehow Skull survived the explosion and the fall.
It eventually becomes clear that Skull isn't actually running things alone. The real power behind Black Ghost turns out to be three disembodied brains pulling the strings. Even after these brains are destroyed, they reveal something unsettling: they were only the leadership of Earth's branch. Black Ghost apparently operates on a universal scale, and what the 00 cyborgs thought was the main organization was just one regional division of something far larger.
