Toto is Kohza's father and the sole inhabitant of the abandoned city of Yuba. (He's credited as "Tutu" in the 4Kids dub.)
Before Crocodile's drought devastated the region, Toto was a fairly robust old man—nothing remarkable, just healthy for his age. Three years of extreme thirst and starvation completely transformed him, though. By the time we meet him, his body has withered so severely that he's almost unrecognizable from his former self.
