Anton Ferner started out as one of Prince Braunschweig's officers, but early in the civil war he decided to take matters into his own hands. He orchestrated an assassination attempt on Reinhard, hoping to eliminate the threat of the "blond brat" and end the whole conflict before it tore the empire apart. The problem was Braunschweig had already dismissed the idea, so Ferner couldn't exactly go back and ask for forgiveness. Instead, he cut his losses and surrendered to Reinhard's forces.
When Ferner got his audience with Reinhard, he was straightforward about it: he wanted to switch sides because Braunschweig didn't value his officers enough to keep them loyal. Reinhard apparently saw something in him—maybe recognized a bit of that same no-nonsense intelligence his Chief of Staff had—and assigned Ferner to work under Paul von Oberstein.
From there, Ferner became something of a right hand to Oberstein in the Ministry of Military Affairs. He's got solid investigative instincts and a sharp eye for detail, which made him useful in figuring out what Oberstein was actually up to. He got promoted to Commodore, then Rear Admiral, and eventually took on positions as Investigative Department Chief and Chief Secretary of the Ministry itself. Over the course of the series, he's constantly trying to puzzle out Oberstein's next move—not always easy, but his track record suggests he's usually onto something.
