The product of a black ops military program, Colonel MacDougall is a bioweapon created in a classified Pentagon facility. He looks like a kid, but that's where the innocence ends. His brain was surgically altered to amplify his psionic abilities, and he's got a magnetic field amplifier implanted in his skull—essentially making him the most powerful telekinetic on record. He can throw up force fields that nothing gets through, and reportedly can kill someone just by thinking about it hard enough.
The catch is that his mind didn't survive the process intact. He's genuinely unstable, and the only thing keeping him functional is constant maintenance from the Machine Corps' tech team. Without their support, his enhanced brain literally can't handle the strain of his own powers—his skull would give out.
