Lucci is one of Galley-La Company's five foremen at Dock One. He barely speaks himself—instead, his pigeon Hattori does the talking for him, perched on his shoulder like a living puppet. Despite the ventriloquist act, Lucci's a genuinely dangerous fighter, something Paulie and later Luffy both learned the hard way.
Not much is known about Hattori beyond the obvious: he's a pigeon. He doesn't seem to have any special powers or abilities, but he's weirdly perfect at mimicking human behavior. While channeling Lucci's voice, Hattori acts like a professional shipwright would—constantly riding Paulie about his reckless lifestyle and poor choices. There's a real affection there though. When Lucci got knocked unconscious, Hattori flew straight to him, which is kind of endearing given how emotionless and brutal his master actually is. Interestingly, Hattori tends to abandon Lucci the moment a serious fight breaks out, only returning once it's over. His name basically combines hato (pigeon) and tori (bird) in Japanese—so yeah, it's literally just "pigeon-bird."
