Dewey started out as a lieutenant colonel, and he's Holland's brother—though their relationship wasn't exactly warm. He ended up imprisoned after Holland and the SOF bailed, and everyone blamed Dewey for it. The government used him as a scapegoat, partly to crack down on what was left of Adrock Thurston's old project. But he didn't stay locked up. The government eventually released him and bumped him up to colonel, putting him in charge of both Dominic and Anemone. From there, Dewey orchestrated this calculated takedown of the Sage Council, systematically eroding public trust in them until they collapsed. It was a deliberate power play, and it worked.
