Nurugai is the last surviving member of the Sanka Mountain People, an isolated group that lived deep in the mountains. She's best known for being one of the criminals selected for the Kotaku expedition—a dangerous mission to retrieve the Elixir of Life for the shogun. Yamada Asaemon Tenza was assigned as her executioner and overseer during this quest.
