Aleister Crowley was basically the godfather of modern magic. More than half of today's mages draw from his theories in some way, and about two-fifths are straight-up followers of his methods. He pushed sorcery further than anything achieved in centuries, authored influential grimoires like The Book of the Law, and shaped how magic works in the modern era.
When he died in 1947—or supposedly did—it rocked the magical world. Turns out he faked it. Crowley was sick of obsessive fanatics tracking his every move, so he disappeared to Japan and connected with a brilliant doctor he'd call Heaven Canceler. Together with a handful of other powerful figures, they poured their money and influence into building Academy City, one of the most technologically advanced places on Earth, nestled in western Tokyo.
The magicians eventually figured out he was alive, and their reactions were. complicated. Relief turned to shock when they realized Crowley had basically abandoned magic entirely. He'd gone all-in on science and ESPer research instead—which went over about as well as you'd expect with the magical community.
Things got messier. Crowley brokered a truce between Science and Magic, essentially telling both sides to stay in their lanes and stop interfering with each other. It's unpopular on both fronts.
As the 13th Board Director and General Superintendent of Academy City, Crowley technically has final authority over everything, though he usually delegates to the other board members. He operates from the Windowless Building, a featureless gray tower with no windows and access known only to a select few. Inside, his body—kept unnaturally young by Heaven Canceler's machines—floats in a massive glass tube while he orchestrates schemes nobody fully understands.
