Heisuke Toudou is the captain of the Eighth Division and the youngest member of the Shinsengumi—he's around Chizuru's age. His small stature makes him an easy target for teasing from the other guys, though he was genuinely close with Harada and Shinpachi; the three of them hung out constantly.
Things got complicated when a conflict led him to leave the Shinsengumi and join Itou's Imperial Tomb Guard instead. But that didn't last. After getting seriously hurt in battle, Heisuke was forced to drink the Water of Life to survive. The transformation that followed awakened his vampire instincts, and ultimately brought him back to the Shinsengumi for good.
