It's the 11th year of the Meiji Era. Japan's samurai culture has been dismantled—swords are banned, the shogunate is gone—and the country's still reeling from it. Angry former samurai are stirring up trouble, plotting against the new government and causing chaos. To deal with the threat, authorities build a massive prison out in the middle of Lake Biwa. Tenka Kumou works unofficially with the police to catch criminals, and he also ferries prisoners out to the lake prison. He runs this operation with his two younger brothers—the driven Soramaru and the cheerful Chuutarou. Their crew includes Shirasu Kinjou, a former Fuma ninja, and the three of them live simply, spending most of their time training and studying. But underneath their quiet routine, something darker is brewing. The "Orochi" curse is spreading through Oumi. Legend says this curse reincarnates in a human body once every three hundred years, and when it does, disaster follows. Now various factions are hunting for whoever's carrying the curse—some want to seal it away, others have way more sinister goals in mind.
