Pilaf is a small, impish demi-human with big ambitions—he's obsessed with power and ruling the world. He's technically an emperor, complete with a crown and castle, though his so-called Reich Pilaf empire consists of just two loyal followers: Shu and Mai. That's it.
Throughout Dragon Ball, Pilaf becomes known for his repeated attempts to collect all seven Dragon Balls. The first time he actually pulls it off, but Goku and his friends manage to stop him before he can make his wish. His second attempt gets derailed by the Red Ribbon Army instead. The third time goes even worse—he summons Piccolo Daimaou only to get betrayed almost immediately by the demon he just unleashed.
Pilaf's most significant moment comes at the start of Dragon Ball GT, when he accidentally wishes Goku into a child using the Black Star Dragon Balls. That single mistake kicks off the entire GT storyline.
