Shu is Emperor Pilaf's loyal henchman and one of the earliest antagonists in Dragon Ball, though calling him a villain might be generous—he's pretty much comic relief. He's a humanoid dog character who typically works alongside Mai to handle whatever schemes their short-tempered, vertically-challenged boss dreams up.
Fans often note that Shu doesn't pose much of a threat, which is kind of the point. The manga originally called him Soba, but the name was changed to match what the anime had already established after Toriyama apparently forgot he'd named the character in the first place. He makes a couple appearances in Dragon Ball GT, showing up with Pilaf and Mai for a handful of episodes.
