Lugia is a massive dragon-like Pokémon with features borrowed from plesiosaurs and birds. Its body is primarily silver-white with blue undersides, streamlined and built for speed. It has a beaked mouth with pointed lower teeth, a long slender neck, and those distinctive hand-like wings that fold back to increase velocity. Running down its spine are dark blue or black plate-like ridges, with two sharper ones at the tail's tip. Its most striking feature might be the pointed blue or black spikes framing its eyes.
Though genderless in most depictions, the anime has shown young Lugia exist, suggesting a breeding population—and that adult Lugia are fiercely protective parents who feed their young kelp. The legendary bird trio knows Lugia well; in fact, it's the only Pokémon capable of stopping their endless territorial squabbles, though even Lugia can't manage it alone.
Lugia controls weather like the birds do. A casual wing flutter supposedly generates winds strong enough to demolish a house. If it actually flapped with full force, the resulting storms could theoretically last forty days. It's even said to split islands apart. When it attacks, it weaponizes vortexes of air and psychic power. The catch? Lugia is terrifyingly intelligent and knows exactly what it's capable of, so it deliberately isolates itself deep underwater to sleep in solitude and keep everyone safe from accidental catastrophe.
Historically, Lugia perched atop the Brass Tower in Ecruteak City, but after that structure burned down 150 years ago, it relocated to the Whirl Islands. Locals can summon it there using one of its feathers, Tidal Bells, and a dance performed by the Kimono Girls. Over centuries, it's earned countless titles—guardian of the seas, sea deity, beast of the sea, mythical sea creature, vengeance deity—and rumors persist that it appears during stormy nights. Oddly enough, Lugia apparently loves Lugia Treats made by a guy named Snacksworth, who encountered it once.
Shadow Lugia is Cipher's first and only XD-series Shadow Pokémon, created by Lovrina. It's darker and more menacing than regular Lugia: a dark-purple body with white undersides, jagged silver eye-spikes, glowing red eyes, sharper clawed toes, and an elongated, pointed tongue.
