Saigou Tokumori runs the Kamakko Club, an okama establishment in the Kabuki District, and is the father of Saigou Teruhiko. He dresses as a woman himself.
A veteran of the Joui Rebellion from before Katsura Kotarou's time, Saigou was once feared as "White Loincloth Saigou"—a serious fighter in his day. These days, he's one of the Four Devas of Kabuki, going by the name Fearsome God Mademoiselle Saigou, which basically says everything you need to know about how much he's changed.
