Pandaman is a recurring gag character created by Eiichirō Oda—basically a muscular dude with a giant panda head (whether it's a mask or his actual face is left deliberately unclear). He pops up in the background throughout One Piece as an Easter egg for readers and viewers to hunt for.
Originally designed for the Kinnikuman book 77 Mysteries of Kinnikuman, Pandaman hails from Tibet. He's 200 cm tall, weighs 122 kg, and according to his old character profile, was abandoned in a bamboo thicket as an infant and raised by actual pandas. The backstory has him becoming an Akuma Chōjin after people mocked him for claiming he'd seen Kaguya-Hime—the legendary princess from inside a bamboo stump. (Fair warning: most of this lore never made it into the One Piece manga or anime, so take it with a grain of salt.)
What Oda has confirmed is that Pandaman is apparently loaded and lives on some island. The catch? He's constantly being chased by the Tomato Gang, debt collectors trying to shake him down for money he owes them. That's why he's usually shown sprinting away whenever he shows up—they're always one panel over, hot on his tail.
His bounty was briefly visible in the filler arc "Ice Hunter" (Episode 326), though it was mostly blocked by someone's hand. The visible portion put it at over 3,333,333 beli, but the exact number stayed a mystery.
